The duties of the Assistant Dean for Administrative Affairs is one of the pillars on which the Deanship of the College of Basic Education / Al-Shirqat is based, and it is the main circle responsible for following up the administrative, financial and legal affairs in the college, in addition to following up on the process of the progress of the gardens, their arrangement, and the periodic maintenance of the college. Among the tasks of the Office of the Assistant Dean for Administrative Affairs are answering incoming books, following up on employees' attendance and absences, following up on the bonus and promotion of employees, and ensuring the application of the instructions and controls issued by the Ministry of Higher Education and Scientific Research, in addition to the instructions in force for the Presidency of Tikrit University

Administrative Powers

1. Placement and coordination of the work of employees and technicians in all divisions of the college in accordance with the requirements of work in the college and distributing it among all divisions in order to ensure the interest of the college and its needs.

2. Issuing orders for appointment, placement, referral to retirement and resignation.

3. Approval of granting regular vacations to technicians, administrators, and contractors from the college's affiliates to enjoy them inside and outside Iraq.

4. Approval of the promotion of the college's technical and administrative staff.

5. Approval of assigning the college's employees and affiliates to university overtime.

6. Approval of the acceptance of medical reports issued from inside and outside Iraq to all faculty members, provided that these reports meet the controls and provisions contained in the Sick Leave Law No. (76) of 1959 and its amendments.

7. Making the necessary transfers in the administrative staff of the college in accordance with the requirements of the public interest and in coordination with the deanship of the college and the heads of the scientific departments therein.

8. Sign the issuance of orders for granting regular vacations, summer vacations, and remuneration prescribed by law to those who are referred to retirement from the college.

9. Sign the forms for annual bonuses and promotions for administrative and technical employees.

10. Granting maternity and maternity leave to all faculty members in accordance with the decisions and instructions in force.

Financial Powers

1. Approval of the referral of additional statements and periods in accordance with the competent committees and in accordance with the general conditions of contracting and the applicable laws and regulations.

2. The authority to distribute the necessary financial allocations among the scientific departments in coordination with the heads of the scientific departments.

3. Approve the granting of professional and engineering allocations, infection allowance, hazards, and other prescribed allocations in accordance with the laws, regulations and instructions.

4. Recommending the referral of the department's employees to investigation in accordance with the Law on Discipline of State Employees.

5. Proposing the issuance of dismissal decisions due to absence for those who exceed the allowed percentage of students of the department or branch in accordance with the instructions in force, provided that they are accompanied by the approval of the Faculty Council.

6. Approve and disburse the dispatch advances to the teachers, technicians, and administrators of the college's affiliates inside Iraq and for the appropriate periods to accomplish the task.

7. Issuing administrative orders to alert or fail students in absences or when they fail and violate the regulations and instructions.

8. Issuing administrative orders to give lectures by affiliates or external lecturers (in coordination with the Deanship of the College), opening their records or forms, auditing them in accordance with the administrative orders issued in this regard, and following up on their disbursement by the Department Secretariat in coordination with the Financial Department in the College.
